The Early Learning Coalition of Marion County, Inc. began operations as the Marion County School Readiness Coalition, Inc. in 1999 when Florida legislature created School Readiness Coalitions through F.S. 411.01 (currently F.F. Chapter 1002.51-1002.97). The purpose of the Coalitions state-wide is to ensure that children at risk of academic failure are provided the tools and resources to assist them in being prepared to enter school, and eligible low-income working parents can access quality child care. The Florida Office of Early Learning (FOEL) is charged with administering the state’s early learning programs and provides oversight of Florida’s School Readiness programs and is the lead entity for implementing the state’s Voluntary Pre-Kindergarten (VPK) program. The Family Empowerment Scholarship (FES) Program is one of Florida’s greatest victories for low-income and working-class families, and it is the first of its kind to extend support to middle-income families. Following the 2019 Legislative Session, Governor Ron DeSantis signed SB 7070, which creates the FES Program and provides 18,000 students life-changing education opportunities for academic and career success.
The name honors Florida Senate President Andy Gardiner, who led the legislative effort to create the program, and his family. The Gardiner Scholarship is different than other state scholarships in that it allows parents to personalize the education of their children with unique abilities by directing money toward a combination of programs and approved providers. These include schools, therapists, specialists, curriculum, technology – even a college savings account.
In 2018, the Florida Legislature created the Hope Scholarship Program to give public school children in Florida relief from bullying and violence. The scholarship gives parents the opportunity to transfer their child to another K-12 public school with available capacity within the school district, receive a scholarship to transport the student to a public school in another school district, or to request a scholarship for the student to attend an eligible private school.
The McKay Scholarships for Students with Disabilities Program provided over 20,500 Florida students with special needs the opportunity to attend a participating private school during the current school year.
The Florida Tax Credit Scholarship (FTC) was created to help alleviate the enormous educational challenges faced by children in Florida who live near poverty. The program provides Tax Credit Scholarships to students in K-12 who come from low-income families.
